A simple redirect, just redirects to a url you specify. You could also do a redirect in cpanel, but again, that just redirects to the url you choose.
What your looking to do is going to require some programing, such as with php and you'll need to do apache mod re-write for the urls, that is, if you use apache. If you want to track, then it's more programming, or scripting.
I use power link generator, it's not free, but ready to go, no programming or messing with code, ect. Plus it tracks links, counts and more. And does just what your looking for, site.com/recommends/
I've used some free ones and never got them to work.
