I keep on going back and forth on how I should divide our budget. I was wondering for the small businesses out there, how much do you set a side for monthly SEO budget? Do you divide that budget between SEO and PPC?

I don't see what you exactly mean by SEO budget, when you set your keywords right your ranking at the engines will go fine.
Maybe you buy submission to search engines, but if your keywords are not set right you won't get a good ranking anyway.

Most engines look at the amount of links pointing to your URL as well, so link exchange always will help.

PPC is something completely different, if you want to have your ad placed on top you simply pay more per click than when you accept a lower ranking.
If you are strong in making good one-liner advertisements even a lower (cheaper) position can bring you a lot of traffic.
