What differences about SEO and SEM ?

SEO, or Search Engine Optimization, is one element of SEM, or Search Engine Marketing. Search Engine Optimization is the process of configuring, or optimizing your website with the appropriate keywords you wish to be associated with, in a manner that will make it easily "seen" by search engines.

SEO refers to the “industry” that revolves around obtaining high rankings in the search engines for desirable keyword search terms as a means of increasing the relevant traffic to a given website.

• Clear and measurable ROI
• Operates under this assumption:
More (relevant) traffic + Good Conv. Rate = More Sales/Leads

You need to do SEM to optimize your website.
There are many ways you can do SEM like directory submissions, article submissions, forum postings etc.

SEM involves PPC and SEO is only about getting the free rankings on search engines

SEM (Search Engine Marketing) which includes SEO and paid techniques like paid inclusion and paid placement.
SEO(Search Engine Optimization) which involves to optimize your site for natural listings and directories.

SEO is a part of SEM

I agree with IMForums and katrinamonica.

SEO refers to optimizing a webpage to rank in the natural listings in the search engines.
SEM includes both optimizing for the natural listings and paid inclusion.
