I'd agree that quality back links count for more than content. Though it's easy to do both. Put some good content on the site and then work on getting back links and you'll see the traffic come in.

Design a dual system totally separate from each other:

System One - totally white hat, using conservative yet proven SEO strategies

System Two - all out WAR aggressive system that spies on your top competitors, mimics what they do PLUS 25 to 50% more, keep complete records and stats and expect to lose it by assuming that sooner or later, you may exceed the point of just enough SEO, into TOO MUCH aggressive SEO.

There is no 1 thing ,,, but i have to say that off page stuff can help you rank more then changing you meta tags ,, so if you really want to just sum it up in to 1 thing then i would say link building

Backlinks are very important but you won't get them if you don't have worthwhile content.

You can ask for links, which is ok but that takes a lot of work. You'll get tons of backlinks if people value what you have to say, they will automatically link to you . For example, write good content and people will link to it, bookmark it and Digg it. Web 2.0 and social sites are what make all this possible.
