This is not to sound condescending, but the best web programming language to learn is HTML and CSS. After that, depending on what you want to work on, you'll want to learn JavaScript or PHP/MySQL. And if you want the greatest immediate benefit, take on PHP/MySQL. The initial hurdles are rough without guidance, but if you're willing to spend the time, the results can be pretty incredible. And even if you hire out programming work in the future, your basic understanding of programming will help you communicate with whoever you're working with.
