Think it's more a matter of preference. If your talking designing web pages, a majority would probably say Dreamweaver, all I've really been using for years. Though there are many web editors out there.

As for graphics, without a doubt, most would say Photoshop.

As Ron said.

For designing...you would need Adobe Photoshop
For Web Pages - Dreamweaver would be good..

Personally I use frontpage, though i know Dreamweaver if more professional. Frontpage is more affordable easy to use i think. Quite easy if you already master Microsoft word. almost the same actually.

But there are lots of them out there

The real way to go is use Photoshop to design the page, slice it and rebuild it in Dreamweaver.

It might be harder for someone new to start doing all of that. But if you really want good results then either you learn how to do this or you pay someone to do it for you.

For designing a website or page I use a combination of notepad and HTML-Kit...very easy once you learn the basics of HTML. For graphics I use Paint Shop Pro and Photoshop. PSP is easy to learn and is under 100.00 bucks. There is a BIG learning curve to Photoshop and the cost is about 800 USD but the results are much more professional. BTW HTML-Kit and notepad are free.
